This section provides the procedure for issuance of passes at Lithuanian Airports, as well as application forms for obtaining passes.

 

Before filling out and submitting applications, we invite you to familiarize yourself with the Lithuanian Airports privacy notice, which provides information on the processing of personal data by Lithuanian Airports for the purpose of issuing passes.

 

LTOU pass system is used to obtain all types of passes which are valid in the territory of Joint stock company Lithuanian Airports: LTOU pass system.

 

 

Permanent personal pass

In order for an entity whose employees have not previously carried out activities in the airport’s controlled and restricted access zones to obtain permanent VNO/KUN/PLQ passes, it must meet the requirements below. Permanent personal passes are issued at the airport pass offices.

 

 

Requirements for the entity:

Register the entity in the list of Entities carrying out their activities in the airside (controlled zone). This is done by filling out the Application form. The application is filled out by the manager of the new entity or a designated authorized signatory. Upon receipt of this application, the entity is also entered into the LTOU pass system and distance learning systems, which are used to obtain permanent and temporary passes.

 

 

Please note that authorization is granted according to the Rules of Passes and Access Control of Lithuanian Airports. The entity appoints a person by filling out the Authorized Signatory Form.

 

 

 

 

Requirement for individual persons:

Employees of the entity seeking to obtain permanent personal passes are registered in the system by an authorized signatory of the entity (entity administrator). Sequence of actions:

 

 

1. The Head of the organization or authorized signatory registers his employees in the LTOU pass system.

 

 

2. Persons, who have received login details must submit individual applications.

When filling out an individual application, you must provide information in all fields where it is requested (this rule applies to all applications submitted to the Aviation Security department). When indicating places of residence and workplaces for the last 5 years, there can be no gaps longer than 28 days that are unjustified.

Submit together with the application:

– In case of unemployment – a confirmation from the Lithuanian Unemployment Service with the exact dates (applies only for Lithuanian citizenship holders).

– In case of education – an applicant needs to provide a diploma about completed studies or confirmation from the educational institution (school/university).

– In cases where the persons being checked are citizens of a foreign state or persons without citizenship, or citizens of the Republic of Lithuania who have lived abroad for more than 6 months during the last 5 years — data from the relevant foreign state institution about the person’s criminal record (no criminal record) must be provided. It is recommended to search for information on certificates issued by foreign state institutions on this website.

– Certificates regarding criminal records must be issued no earlier than 90 calendar days before the date of the decision. This part does not apply to citizens of the Republic of Lithuania whose permanent place of residence is in a EU member state or the UK.

 

 

3. Once the individual application is completed and confirmed by the organization, it is forwarded to Joint stock company Lithuanian Airports Pass Office. At the same time, the individual applying for a permanent pass is automatically registered at the online exam page, where he/she needs to complete following courses:

– Introductory aviation security training;

– JSC Lithuanian Airports aviation security briefing;

– Aerodrome safety training according to EASA ADR.OR.D.017 requirements.

 

 

4. Permanent personal pass is issued when the following criteria are met:

– the entity has a contract with JSC Lithuanian Airports;
– an individual application has been completed and confirmed;
– online training/exams have been successfully completed;

– a background check has been performed and approvals from all involved institutions have been received.

 

 

Information about the approved pass is sent to each person via the email specified in the LTOU pass system. After receiving the confirmation – arrive at the Pass Office of the specified airport.

 

 

Permanent vehicle pass

Entities whose activities require operation of vehicles in the aerodrome territory can obtain permanent vehicle passes. Permanent vehicle passes are issued at the airport pass offices and are valid until the end of the current calendar year.

 

 

Requirements for the issuance of a permanent vehicle pass:

 

 

  1. Application for a permanent vehicle pass filled out in the system.
  2. Vehicle registration certificate.
  3. Vehicle technical inspection result card.
  4. Vehicle insurance certificate.
  5. A contract regarding the vehicle’s parking space in the aerodrome territory. For contract details, contact Transport Services Project Manager Giedrė Ignatavičė [email protected].

 

 

Temporary personal pass

Individuals with temporary passes who have a work-related need to access the airside are allowed to do that only while being supervised/escorted by a person with a permanent personal pass.

A temporary personal pass is issued via the LTOU pass system for cases where temporary access to the airside or restricted access zones is required. Registered users with valid permanent personal passes can submit applications for temporary personal passes. Decisions on issuance are made within 2 working days.

 

Temporary personal passes for work are not issued

 

Temporary passes for individuals can be issued only for a period no longer than 2 months. 1 person with a permanent pass can only escort/supervise no more than 10 persons. For larger groups, an excursion must be coordinated in advance with the Aviation Security Department.

 

Temporary vehicle pass

Vehicles entering the airside are allowed to do that only while being escorted by vehicles and drivers who have permanent passes and apron driving licenses.

 

Temporary vehicle passes are issued for a period not exceeding 24 hours.

Temporary pass issuance procedure and prices

Both types of temporary permits can be issued via the LTOU pass system by registered users who have permanent passes. After approval, temporary passes are generated in .PDF format. The Pass Office no longer issues physical temporary passes.

 

Temporary permits must be printed out, must be in A6 format and placed into a holder. Temporary permits must have a fully scannable QR code.
