- Challenges from neighboring market expansion: Improving service quality and expanding flight routes are crucial for maintaining and increasing Lithuania’s share of inbound and outbound passengers in a competitive environment.

- Strategically expand flight routes.
- Apply, adapt, and diversify the risk-sharing partnership model.
- Review existing contract terms and reconsider the future pricing strategy.
- Coordinate route development and demand generation together with key strategic partners.
Objectives
- IATA Air Connectivity Index: improve from 96 to 85 (2028).
